I am Craig Carter, a retired, award-winning, highly-skilled, former special education director with 40+ years of special education experience.
I have facilitated thousands of IEP and 504 meetings. I offer my expertise in helping parents and school staff to fully embrace the spirit of collaboration and parent involvement intended by the Individuals with Disabilities Education Act and Section 504 of the Rehabilitation Act.
The framework emphasizes the vital role parents and other team members play in decision-making, from referral to providing services to meet a child’s unique needs. The IEP and 504 processes can overwhelm parents and school team members. You may be frustrated and “don’t know what you don’t know.”
For some Individualized Education Programs (IEP) and 504 teams, the weak link is when the intended ‘equal partner’ cooperative and collaborative relationships become strained and broken. The inevitable, harmful results are failed conversations preventing effective teamwork when parents and other team members can only agree to disagree.
